## Water demand is a flow profile, not a package quantity

Residential water-demand planning asks how much water can be used at the same time and how much is used over a day. Peak flow matters for piping and pumps; daily volume matters for storage, wells and conservation. Those are different questions and should not be collapsed into a single generic allowance.
